The three sets follow the standard scaffold. Set 1 removes remainders so students focus purely on the four-beat cycle — divide, multiply, subtract, bring down. Set 2 adds the remainder check (must be smaller than the divisor — if not, the quotient digit was too small). Set 3 introduces the genuinely hard skill: estimating quotient digits against a 2-digit divisor, where 1902 ÷ 28 starts with “how many 30s in 190?” and a revision when the estimate misses. Students who stall on Set 3 usually need estimation practice, not more division practice.
